Downman came from North Wales and entered the R.A. Schools in 1769. He studied under Benjamin West, an American painter who settled in London and taught many miniaturists of the period . He exhibited at the Royal Academy 1770-1819. His miniatures are not usually signed but are sought after. This miniature is very similar to a number of his portraits shown and described in Daphne Foskett's Dictionary of Miniatures.
Examples of his work can be found in the Victoria and Albert Museum and the British Museum
